Benjamin Levin sent cop bondage picture of underage girl: Court hears

A former provincial deputy education minister who served on Premier Kathleen Wynne’s transition team exchanged revolting bondage photos of underage girls with an undercover police officer in New Zealand, court heard Tuesday.

Levin, 63, pleaded guilty in front of Justice Heather McArthur to making written child pornography, possession of child pornography and counselling to commit a sexual assault.

Levin was snared by undercover police officers from Toronto, London, Ont., and New Zealand — all posed as women interested in sexually abusing children and trolling chatlines, said Crown attorney Allison Dellandrea.

The New Zealand officer was actually a man, Russell Joe Gray, a covert Internet investigator. Gray “posed as single adult female interested in incest fantasies” while having text-based chats with Levin between Jan. 29, 2013 and July 4, 2013, said Dellandrea.

While he engaged in chats with Gray, Levin transmitted a grisly image depicting a minor female, who is being bound with her hands behind her back. Her ankles were handcuffed, she had a leash hanging down the front of her body and she was gagged.

Only her breasts are covered by clothing. An adult woman is standing over this child.

“Mmm, so hot to imagine a mother doing that to her girl to please her lover,” Levin wrote of this photo to Gray.

Court heard other disturbing images that Levin transmitted to Gray included a blind-folded girl, wearing a chain collar and nipple clamps, with her genitalia exposed and a man’s hand holding a whip to the area.

Another showed a crying girl with black make-up smeared on her face. Levin indicated he found this image “hot” and suggested that the girl was upset because she was “used somewhat roughly by her mother’s lover,” court was told.

Another image showed two girls in bikinis with obscene words written on their abdomens in a “white creamy substance.”

Levin claimed he had girlfriends in various countries around the world, including a girlfriend in New Zealand, who had a 13-year-old daughter “whom he fantasized about,” court heard.

Levin introduced Gray and another undercover officer — Det.-Const. Janelle Blackadar, of Toronto Police Sex Crimes Unit — to two online contacts “so they could further discuss the sexual abuse of children,” said Dellandrea.

Levin, who has never been charged with sexually assaulting children, “professed to having sexually abused children as young as 12 years old and expressed his desire” to molest more in the future, said Dellandrea.

There is no evidence Levin molested any children, court heard.

His sentencing hearing is scheduled to begin April 13.
