PEMBROKE COUNCIL BRIEFS: Festival Hall contract, library and PBIA board nominations, procedural bylaw amendment, parking enforcement

Festival Hall contract

At its May 5 meeting, Pembroke council awarded the management services of Festival Hall to Eventure Entertainment and Rick Wharton for another five years. The Festival Hall Consortium comprised of the municipalities of the City of Pembroke, Town of Petawawa and the Township of Laurentian Valley, entered into a management agreement regarding the operation of Festival Hall with Wharton in 2015. This agreement expires on June 30, 2020. A request for Proposal for the Management Services of Festival Hall was publicly advertised and closed on April 1, 2020. The new contract period is for five years and there is no additional cost to municipalities other than the continuation of the current $1.25 per capita contribution.

Pembroke Public Library Board and PBIA nominations

At its April 21st meeting, council approved the Striking Committee’s nomination of Justin Jeffrey for the vacant position on the Pembroke Public Library Board and also Mike Powell for the vacant position on the Pembroke Business Improvement Area board of management. The appointments last until the end of the current term of council.

Amend Procedural Bylaw

At a special meeting of council and committee back on March 25, council approved a bylaw amendment to the City’s Procedural Bylaw allowing for electronic meetings.

Parking enforcement

At that same special meeting, the City’s Finance and Administration Committee accepted a staff recommendation to suspend daytime parking enforcement in a number of city lots until the province terminates the Ontario-wide emergency declaration enacted because of the COVID-19 pandemic. The usual restriction of overnight parking in the lots is still in effect and there is continued enforcement for all other infractions and at parking meters.

The lots affected are:

  • Market Square Parking Lot
  • Marina Parking Lot
  • Cockburn Parking Lot
  • Shamrock Parking Lot
  • City Hall Parking Lot between Sussex Street and Nelson Street
